C19 means capacitor 19, 19 being a sort number and not a value
D22 means diode 22, 22 being a sort number and not a value
R15 means resistor 15, 15 being a sort number and not a value
L28 could mean inductance 28, 28 being a sort number and not a value

To find the value of a certain part you have to read the code written on top of it, some have the code printed some don't. Next step is to transform that code into a value using specific tables available for each part category (resistors, capacitors, etc.). Google for these tables.
